The oversight of and overall responsibility for security intelligence policy is vested in the President of the Council of Ministers, in the interests and defence of the Republic and its democratic institutions.
The following powers are vested exclusively in the President of the Council of Ministers:
- application and confirmation of the invocation of State-secret status and protection of State secrets
- the appointment and dismissal of the Director General of the DIS , the Director of the AISE and the Director of the AISI
- the determination of the annual amount of financial resources to be allocated to the DIS, the AISE and the AISI
The President of the Council of Ministers:
- coordinates security intelligence policies
- issues directives and, after prior consultation with the CISR Interministerial Committee, issues the measures necessary for the operation and organization of the Intelligence System for the Security of the Republic
- safeguards the activities carried out by AISE and AISI agents by authorizing the recourse to functional guarantees
- delegates the Directors of the AISE and the AISI to request the authorization for specific intelligence activities from the competent Judicial authorities
