The President of the Council of Ministers, Silvio Berlusconi, sent the Report on the security intelligence policy and the results achieved by Italian intelligence for the year 2009 to the Presidents of the Chamber of Deputies and the Senate.

Intelligence priorities had been defined by the Interministerial Committee for the Security of the Republic (CISR). Based on such requirements, the AISE (External Intelligence and Security Agency) and the AISI (Internal Intelligence and Security Agency) carried out their activities under the coordination of the DIS (Security Intelligence Department).

The Report, available at www.sicurezzanazionale.gov.it, highlights the continuous growth which characterizes also the best known risk factors, such as jihad-related terrorism – with the possible involvement of isolated individuals sensitized by propaganda on the web – and organized crime – increasingly affecting legitimate economic circuits even outside their regions of origin.

Economic and financial intelligence focused on phenomena aggravated by the international crisis, such as financial frauds, usury and predatory lending against struggling companies, counterfeiting of Italian products, exploitation of undeclared labour and illegal immigrants.

In this context of activities supporting national interests, cybersecurity has become a priority that, along with the growth of the Internet, has developed into a global threat involving potential risks for the security of critical infrastructure.

The activities carried out in 2009 also include the commitment of the AISE to protect Italy's military missions – an effort which is appreciated not only by national and allied military forces, but also by the authorities in the countries where Italian units are deployed.

www.sicurezzanazionale.gov.it is the new website of the Italian security intelligence services which has gone online today.

The new portal of the Italian intelligence community is a further step forward in the implementation of the reform law enacted two years ago. Among the tasks entrusted to the Dipartimento informazioni per la sicurezza (DIS), the law envisaged two innovations: the "promotion and dissemination of the culture of security" and "institutional communication".

The new website is a tool fundamental to carry out both tasks, in compliance with the provisions of Law no. 124/2007 calling for greater transparency in the national security system and the overcoming the outdated logic of separateness.

The initial goals of the website are:

  • to illustrate the reform and the distinctive features of the new Intelligence System for the Security of the Republic;
  • to provide information and documentation regarding the Intelligence Security System’s institutional activities;
  • to provide documentation for research in intelligence matters;
  • to provide services.

The Security Intelligence Department (DIS) informs that the procedures for recruiting the personnel for the Intelligence System for the Security of the Republic took place in full respect of the laws in force, with a view to making the whole sector fully operational, implementing the provisions of the law.

Appropriate selection procecedures ensured the acquisition of the resources needed to start operating the new units as provided for by the law. The new recruiting procedures to be adopted in the future are still under consideration.

This morning, the Director General of the DIS, Prefetto Gianni De Gennaro, and the Directors of the AISE and the AISI, Ammiraglio Bruno Branciforte and Prefetto Giorgio Piccirillo, met the Director of the FBI, Mr. Robert Mueller, at the Headquartes of the Dipartimento Informazioni per la Sicurezza

During the meeting, subjects of common interests related to cooperation and security were discussed.
